London, Sept 25 : Russia is set to ban popular US cartoons like The Simpsons and South Park for being 'extremist' and 'immoral', and would be replaced by programmes teaching children to be patriotic.

One of the episodes of South Park has been accused of promoting religious hatred.

Russia's broadcast watchdog has began hearings on whether or not to revoke the license of a cartoon network as punishment for transmitting episodes of South Park, The Simpsons and Family Guy.

The State Duma, Russia's parliament, said that the frequency given to the 2x2 cartoon channel would instead be given to new government network that "reflects the state position in the area of youth policy".

According to Duma's youth committee, the American cartoons all of which have adult themes, children should be made to watch programmes teaching them patriotism.

The proposal to create a new state channel has also been condemned, as an attempt to seize lucrative frequency rights from a private broadcaster.

"The wish to create a youth patriotic channel is one of many attempts by the authorities at indoctrinating and brainwashing the young," Telegraph quoted Lev Ponomarev, a veteran human rights activist and member of Garry Kasparov's outlawed opposition party, as saying.

"The authorities are accelerating their own death by all this," he added.

The channel is facing a criminal investigation for broadcasting an episode of South Park that allegedly promoted religious hatred.

The episode, titled "Mr Hankey's Christmas Classics" featured a taking faeces that emerges from a lavatory every Christmas Eve to give presents to children whose diet is suitably fibre-rich.

Mr Hankey led a variety show of Christmas songs whose lyrics had been twisted to include profanities and digs at organised religion.

A SCOTTISH human rights activist has filmed the Israeli navy firing machine guns at unarmed Palestinian fishing boats in the Mediterranean Sea off the coast of the Gaza Strip.

The footage, taken on September 6 by Andrew Muncie, who is from the Highlands, shows an Israeli gunboat engaging fishing boats while international observers hold their arms in the air and scream for them to stop firing.

No-one was injured in the incident, but Palestinian fishermen claim 14 colleagues have been murdered at sea by the Israeli navy since the onset of an economic blockade imposed after Hamas took control of the Gaza Strip in June 2007. Israel says patrolling these waters is a vital security measure to stop weapons being smuggled into Gaza.

Muncie, 34, of Dalbreagha, Spean Bridge, is working with the Free Gaza movement and arrived in Gaza last month as part of a group of 40 activists who sailed on two boats from Cyprus in an attempt to breach Israel’s blockade. He was accompanied by an 81-year-old nun, an 84-year-old holocaust survivor and Cherie Blair’s sister, Lauren Booth.

Filmmaker Urges International Tribunal to Probe 9/11

Italian film-maker Giulietto Chiesa, who was in Berlin for a screening of his documentary which questions the official US version of the 9/11 terrorist attacks, has called for an international tribunal to probe events.

JERUSALEM: Israel is using rats to drive Arab families out of their homes in the Old City of Jerusalem, Palestinian Authority's (PA) official news agency Wafa has alleged.

"Rats have become an Israeli weapon to displace and expel Arab residents of the occupied Old City of Jerusalem," it said in a report. "Over the past two months, dozens of (Jewish) settlers come to the alleyways and streets of the Old City carrying iron cages full of rats. They release the rats, which find shelter in open sewage systems," the report said.

The official Palestinian news agency quoted unnamed Arab residents as saying that they had tried to eliminate the rats with various poisons, but to no avail.

Israel's goal was to "increase the suffering of the (Arabs) in Jerusalem by turning their lives into a real tragedy and forcing them to evict their homes and leave the city," Hasan Khater, secretary-general of Islamic-Christian Front in Jerusalem, was quoted by the agency as saying.

OAKLAND, Calif. -- California is making it mandatory for cars to be labeled with global warming scores, figures that take into account emissions from vehicle use and fuel production.

The law requiring the labels goes into effect at the start of next year for all 2009 model cars, though its expected the labels will be popping up on cars in the coming months.

The labeling law forces cars for sale to display a global warming score, on a scale of one to 10, which is based on how vehicles in the same model year compare to one another. The higher the score, the cleaner a car is. The score takes into account emissions related to production of fuel for each vehicle as well as the direct emissions from vehicles.

The score will be displayed next to the already-required smog score, which also rates cars one to 10 for how many smog-forming emissions they emit. For both scores, an average vehicle will have a score of five.

California is the first state of pass such as law, and a similar law will take effect in New York for 2010 model year vehicles. Global warming scores will be included on the state's DriveClean website.

While this law is intended to help consumers take into account emissions while purchasing cars, a proposed law in the European Union would require E.U. public sector bodies put a price on emissions.

A law endorsed by the European Parliament's Committee on Environment, Public Health and Food Safety would make governments put a monetary cost on the emissions of vehicles they plan to purchase, and add that to expense calculations. The law would exclude certain types of vehicles, such as ambulances and fire trucks.
